Municipal precinct an eyesore

Ward 20 Clr Jill Humphreys sees the Bedfordview Library as a beautiful building but does have concerns.

Humphreys is concerned about the leaves and debris in the gutters as these cause interior leaks inside the buildings.

“When the water cannot exit gutters, it overflows onto the roof and into the ceilings,” said Humphreys.

The library grounds need to be maintained.

She said the large trees need pruning as leaves and seeds filling the gutters force rainwater into the roof.

“This has left a continuous roof leak. Books are damaged as a result of the leak,” she said.

Humphreys said that previous contractors who fixed the roof left a mess and promised to remove the carpets.

There is also furniture that needs to be removed and boxes of used books that should be recycled.

Humphreys said air cons are not that old, but have never been serviced and therefore are not working.

“The lights in the public and staff toilets are also not working and the garden at the library is in need of maintenance,” said Humphreys.

Humphreys said there is no trimming or weeding done and leaves are swept and removed from the premises.

“The garden is also in desperate need of an irrigation system.”

The kiddies traffic park that has not been used for 20 years.

She said there are no contractors who come to look after this property.

“Only the few people who work there that try to maintain the property. There is a children’s traffic themed in the library grounds that has not been used in 20 years and has not been maintained. I hope to get someone to invest in the park, but that will be a process,” she said.

Humphreys urged the City of Ekurhuleni (CoE) to keep the once beautiful grounds around the Bedfordview Library maintained and neat.

“The entire municipal precinct where the library is situated is a disgraceful mess. The Emergency Services building is being upgraded but work is still in progress.”

She said the problems at the Emergency Services building are similar to that of the Bedfordview Library.

She added that the gutters at the Licensing Department and Bedfordview Town Hall are also not cleaned which could cause leakage.

Weeds need to be taken out in the library garden.

“This happened before, resulting in a major flood of the license centre where the ceilings collapsed.

“When the parks department sent a team in they were told it is the responsibility of the real estate division,” said Humphreys.

“It makes no sense to avoid this relatively light maintenance work which is resulting in expensive replacements of ceilings and in some cases damage to documentation and computers,” said Humphreys.

Themba Gadebe, the spokesperson for the City of Ekurhuleni, said the metro is aware of the Bedfordview Library and plans to upgrade it in the 2018/2019 financial year.

Gadebe said minor maintenance has been done to the roof and assessments will commence in July or August for the upgrade.

“The SCM process has already started to procure the light repair services. Once the procurement order is issued, the contractor will proceed with repairs,” said Gadebe on the toilet lights in the library.

Gadebe said that the city usually utilises internal staff to clean gutters in the winter time at the mentioned buildings.

He said that winter is deemed to be the appropriate time to clean gutters.

Gadebe said that Real Estate already has the maintenance needs of the library on a list for the financial year of 2018/2019.
